The Law Development and Protection Foundation together with the International Foundations for Electoral Systems implements the component of the project“Supporting Safeguards of Democracy in Armenia (SSDA)” with the support of UK International Development from the UK Government. The component focuses on overseeing the abuse of state resources.
Tackling abuse of state resources (ASR) in Armenia has been challenging due to unclear institutional responsibilities and gaps in the legal framework. The Central Election Commission (CEC) supervises the electoral campaign but lacks effective mechanisms to address ASR. Additionally, the Administrative Court, which handles ASR cases, has limited capacity, and civil society organizations (CSOs) have limited legal standing to bring ASR cases to court.
These issues hinder effective ASR oversight. Furthermore, no comprehensive assessments have been made to identify solutions aligned with international standards։ most available information comes from citizen observer reports.
The LDPF will conduct a Gap Analysis on ASR to assess the current legal and institutional frameworks and propose recommendations for improvement. Additionally, the LDPF will develop and pilot a training module on ASR for State and Local Self-Government officials.
