The Law Development and Protection Foundation together with the International Foundations for Electoral Systems implements the component of the project“Supporting Safeguards of Democracy in Armenia (SSDA)” with the support of UK International Development from the UK Government. The component focuses on overseeing the abuse of state resources. 

Tackling abuse of state resources (ASR) in Armenia has been challenging due to unclear institutional responsibilities and gaps in the legal framework. The Central Election Commission (CEC) supervises the electoral campaign but lacks effective mechanisms to address ASR. Additionally, the Administrative Court, which handles ASR cases, has limited capacity, and civil society organizations (CSOs) have limited legal standing to bring ASR cases to court.

These issues hinder effective ASR oversight. Furthermore, no comprehensive assessments have been made to identify solutions aligned with international standards։ most available information comes from citizen observer reports.

The LDPF will conduct a Gap Analysis on ASR to assess the current legal and institutional frameworks and propose recommendations for improvement. Additionally, the LDPF will develop and pilot a training module on ASR for State and Local Self-Government officials.

Enhancing Legal Protections for Victims of Domestic Violence

The Law Development and Protection Foundation implements a project titled  “Enhancing Legal Protections for Victims of Domestic Violence.” The project aims to enhance the protection for individuals subjected to domestic violence through identifying and addressing systemic issues in the application of immediate intervention measures. Therefore,  the judicial cases regarding the application of the immediate intervention measures will be studied within the framework of the project to reveal the legislative and law enforcement issues which lead to the termination of these measures for perpetrators by the courts. In addition to this, the international standards and best practises will be studied. The analytical report including recommendations to the existing systemic problems will be published at the end of the project. 

Facilitating Effective Implementation of Domestic Violence Legislation

In the scope of the subgrant project "Facilitating Effective Implementation of Domestic Violence Legislation," the Law Development and Protection Foundation aims to improve the prevention system for domestic violence and discrimination, as well as to support survivors of domestic violence. The Foundation will achieve this through supporting revisions to the regulatory framework aimed at enhancing the effectiveness of the Council for the Prevention of Domestic Violence and improving the quality of services provided by domestic violence shelters.

Rights for All

The goal of the sub-grant project “Rights for All” is to develop a board game as an innovative educational tool in order to raise the legal and civic awareness of the citizens, including high school and non-law students, in a  popular, simple, and entertaining way. The game provides knowledge about human rights and human rights protection mechanisms, as well as the ways to get involved in civic life.

Broadening the Scope of the Actio Popularis Principle in Armenia

The aim of the project is to carry out research and advocacy actions in favour of improving the CSO environment in the CSO Meter area of State Protection of CSOs, that is, legislative changes through relevant bodies to expand the powers and tools of CSOs in the field of protecting public interests (Actio popularis). The project will allow identifying the relevant international standards and best practices to justify and advocate for expansion of the scope of public interests to be protected by CSOs in the context of the implementation of Armenia's international obligations.

Monitoring the Implementation of the CEPA Agreement

The goal of the project titled "Monitoring the Implementation of the Comprehensive Enhanced EU-Armenia Partnership Agreement in the Fields of Criminal Procedure, Electoral Code Reforms, Freedom of Assembly, Freedom of Media, Information and Expression" is the promotion of the above-mentioned rights and fields through monitoring the implementation of the agreement.
