Statement on the attacks on OSF-Armenia

Since it began its work in 1997, OSF-Armenia assisted human rights and democratization processes in Armenia by supporting the protection of fundamental human rights, the conduct of free and fair elections, access to education and health care, rule of law, and fight against corruption and impunity. It is evident that currently by targeting OSF-Armenia, in fact they publicly attack the values of democracy and human rights, targeting besides OSF-Armenia other associations as well, that cherish those values. The arranged attacks are obviously provoked and launched by those people during whose tenure of employment thousands of citizens’ right to fair trial, myriad children’s right to education and innumerable employees’ labor rights were violated. And now they wage a struggle against the values of democratic revolution and revolutionary authorities by disseminating distorted and false information about the latter and by labeling them as “foreign agents”, thus taking advantage of the prejudice which they stir up in public.

Unfortunately, we have to state that except for ensuring police presence in the area, in parallel with “Veto” initiative’s campaign, the Armenian authorities do not take any actions to safeguard the organization’s activity, which is registered in Armenia and carries out legitimate actions. By their factual inaction they fail to perform their duty - the respect for and protection of the basic rights and freedoms of the human being and the citizen, stipulated by the Constitution of the Republic of Armenia (Article 3, para. 2), thus encouraging further spread of violence based on hate and atmosphere of impunity. Subsequent inaction is impermissible and may lead to unpredictable consequences.

It is worthwhile noting that the Open Society Foundations offices are blocked and attacked only in limited countries in the world, where tyrannical rule or authoritarian regimes reign.

We hope that the indifference displayed by the Armenian authorities and lack of any assessment do not imply an inclination toward tyranny.

The actions taken by “Veto” initiative should not be supported according to the standards of democratic states, since they, as a matter of fact, violate the values supported by democratic states, encourage discrimination, cause violation of a number of rights stipulated by the Constitution of the Republic of Armenia, in particular,

dignity of the human being that shall constitute the integral basis of his or her rights and freedoms (Article 3)
the right to mental integrity (Article 25)
the right to inviolability of his or her private life, honor and good reputation (Article 31)
the right to act freely (Article 39)
the right to freedom of movement (Article 40)
the freedom of associations (Article 45).

We demand that

the Police of the Republic of Armenia take immediate measures to eliminate infringement against OSF-Armenia office and its staff, by ensuring the protection of the Armenian citizens,
the Human Rights Defender of the Republic of Armenia present his official position on the human right violations caused due to “Veto” initiative,
the Minister of Education, Science, Culture and Sport make his assessment on the above-mentioned violations of teachers’ rights, committed on September 25, 2019
the Standing Committee on Protection of Human Rights and Public Affairs of the National Assembly of Armenia come up with an assessment on the state’s commitment to protect freedom of association and a legislative initiative providing restriction of spreading hate speech.

Letter of support to Georgian civil society

With this letter we, Armenian civil society organizations and individuals, express our strong solidarity with you. We support you in your courage to stand against consistent and constant efforts by Georgia’s government to limit civic freedoms and fundamental human rights, including in the form of limiting the political participation of women, also by re-introducing the draft law on Transparency of Foreign Influence. In the minds of people who remember the history of the 20th century, the concept of foreign influence is strongly associated with advancing conspiracy theories used for violations of human rights and prosecution of the innocent, from which both our nations suffered significantly. We trust that at the times, when democracy is being attacked from so many angles, it is even more important to unite pro-democratic forces and build firewalls against attempts of weakening it in our region and beyond.

Statement on the Continuing Police Violence

Although the Ministry of Internal Affairs expresses its willingness to understand the problems and to implement reforms, the recorded cases of continuous and systematic violence prove that the reforms are incomplete and ineffective. The principle of "Zero Tolerance for Violence", which should underpin any interaction between citizens and police officers, hasn't been established in the police. We, the undersigned civil society organisations, condemn the continued use of violence and torture by police officers. Given the current situation and the cases mentioned in the statement, the undersigned CSOs demand from the Prime Minister and the ruling party to implement real and radical reforms in the RA’s law enforcement system: the Police, investigative bodies, and the Prosecutor’s Office.

Joint Submission to the UN Committee Against Torture for the Fifth Periodic Report of the Republic of Azerbaijan

This joint report is submitted to the UN Committee against Torture for the 5th review of Azerbaijan. The report is submitted by the Protection of Rights without Borders NGO, Transparency International Anticorruption Center, Democracy Development Foundation, Helsinki Citizens’ Assembly – Vanadzor, Law Development and Protection Foundation and International Partnership for Human Rights. The report focuses on the implementation of Azerbaijan’s commitments to prevent and combat torture, in particular, combat impunity for torture, prevent instances of torture and ill-treatment that are based on the ground of ethnic discrimination against ethnic Armenians, and guarantee access to effective remedy and redress. It also includes an assessment of the situation with gender-based violence, death in custody and enforced disappearances in the context of armed conflict.

STOP Azerbaijan carrying out a genocide in Nagorno-Karabakh: Azerbaijan is shelling Stepanakert

On 19 September 2023, at 1:22 p.m., the Ministry of Defense of the Republic of Azerbaijan made an official statement on starting a so-called anti-terrorist operation. Stepanakert, the capital city of Nagorno-Karabakh, is currently being shelled from Shushi city. We hereby appeal to all the international organizations and states who attach any importance to human rights and security: not only to condemn the monstrous operation carried out by Aliyev’s dictatorial regime, but also to take concrete measures to prevent the genocide of the Armenians of Nagorno-Karabakh.

Request for Urgent Intervention by the United Nations Secretary-General

The undersigned civil society organizations call for António Guterres's, United Nations Secretary-General, intervention in relation to the human rights emergency in Nagorno-Karabakh (Artsakh) caused by the total blockade of the Lachin corridor – the only lifeline that connects the local Armenian people to the Republic of Armenia as well as to the outside world, with an apparent intent of ethnic cleansing.
